What is DEGRADED mode
When a record submission fails due to a persistent Fisconline credential error, the Taxpayer's mode automatically switches from OPERATIVE to DEGRADED.
All further record submissions are immediately blocked until the Fisconline credentials are fixed and the Taxpayer is manually restored to OPERATIVE.
Note: For now, this change only affects SIGN IT version 2026-06-01, effective June 19.
What triggers it
The first record submission that fails with one of the following 3 authentication errors:

Authentication error: Fisconline credentials expired | Password has exceeded the 90-day lifecycle |
Authentication error: Invalid credentials | Wrong username, PIN, or password |
Authentication error: authentication failed due to multiple failed intents with wrong credentials - please reset and update them | Account locked after repeated failed login attempts |
- The triggering record returns
FAILEDwith the authentication error indicating the root cause. - The Taxpayer mode automatically switches from
OPERATIVEtoDEGRADED - All subsequent record submissions immediately return a
405 Method not allowederror —"record operation invalid: cannot create new record [...] legal entity is not in mode 'OPERATIVE'".
How to recover
The recovery flow is as follows:
